As you may know, the budget package I signed on June 17 charged GITA with the responsibility of developing an RFP for the outsourcing of state telecommunication services.    This effort marks the most comprehensive look at state telecommunication needs since the creation of the Arizona Telecommunication System, touching virtually every state agency in the process.

 

This effort presents the State with the opportunity to overcome the inefficiencies of its existing systems, improve service, modernize its telecommunication resources, while seeking cost reductions.

 

While GITA was assigned the lead role in this process and is working closely with DoA, it requires the support of every agency to ensure its success.  GITA believes that the process is a long-term effort, involving many phases, beginning with the outsourcing of ATS voice and data services.  I concur with this framework. 

 

Therefore, I am directing State agencies to take actions supportive of this approach.  I hereby instruct all state agencies currently purchasing voice or data services from ATS to continue to do so throughout the RFP development and into the term of any resulting contracts.  Additionally, to support the overall goal of an efficient, economical statewide telecommunication system, all state agencies are prohibited from developing their own voice and/or data networks independent of the larger privatization effort.

 

Compliance with these policies will be managed through GITA’s Project Investment Justification (PIJ) process.  GITA is developing a statewide procedure for any agency requests seeking an exception to these principles.

 

I am confident that the telecommunication effort will succeed, resulting in a cost effective, modern telecommunication system that serves the business needs of state government.
