CASM & TICP
Communications Assets Survey and Mapping Tool (CASM) Overview
CASM is provided by the US Dept of Homeland Security, Office of Emergency Communications through the Interoperable Technical Assistance Program (DHS/OEC ICTAP). Arizona is adopting the use of CASM to collect and maintain information on Public Safety/First Responder communications. Use of CASM is included in Arizona’s SCIP Objective 2.1, along with creation of TICPs under Strategic Initiative 2 - Develop Regional Communications Governance Structures
CASM is a web-based single repository to support
interoperable communications analysis to:
- Facilitate information sharing
- Hold communication assets inventory assessment
(agency, region, statewide)
- Foster inter-agency interoperability analysis
- Enable development of Tactical Interoperable Communication Plans (TICPs)
- Evaluate an agency’s Need vs. Ability to communicate
CASM enables:
- Creation of Inventory (agency, region)
- Understanding of the level of interoperability between agencies/regions
- Identification of interoperability gaps
- Information with which to create Investment Justifications / Funding requests
- Development of plans to close gaps and improve interoperability
Tactical Interoperable Communication Plan (TICP) Overview
A Tactical Interoperable Communication Plan (TICP) documents the Interoperable communications governance structures, technology assets, and usage policies and procedures for a jurisdiction. The TICP defines the breadth and scope of interoperable assets available in the area, as well as how the assets are shared, how the use of the assets is prioritized, and the steps individual agencies should follow to request, activate, use and deactivate each asset. Use of TICPs are included in Arizona’s SCIP Objective 2.1, under Strategic Initiative 2 - Develop Regional Communications Governance Structures.
A TICP Template is available from OEC’s SAFECOM Program. The template provides a description of the standard structure of a TICP and the relevant sections to be populated according to the unique needs of an urban
area, county, region, state/territory, tribe or Federal department/agency.
