Public Safety Communications Advisory Commission

The Public Safety Communications Advisory Commission (PSCC) is charged with providing recommendations to the PSIC office on the development of standards based systems that provide interoperability of public safety agencies' communications statewide. The Commission consists of a Chairman (the GITA Director) and 14 commissioners who are appointed by the Governor. The Commission meets once quarterly or more frequently.

The PSCC Operating Principles Document .pdf document, approved in an open public meeting on July 20, 2010, is an advisory document that outlines the general governing principles of the PSCC.

Statewide Interoperability Executive Committee

The Statewide Interoperability Executive Committee (SIEC) is the sub-committee of the PSCC responsible for technical and operational recommendations to the PSCC. In addition, the SIEC is responsible for management of the UHF / VHF spectrums. The SIEC has five members: Two SIEC Co-Chairs appointed by the PSCC and three members selected by the SIEC Co-Chairs. The Committee meets once quarterly or more frequently.

Workgroups

The PSCC and SIEC are supported by three working groups composed of volunteers from the public safety community. The Public Safety Interoperable Communications Office (PSIC) is soliciting interest in participation on SIEC Workgroups from members of the public safety and service agencies/organizations which it serves.

The Operational Workgroup is an SIEC Workgroup that evaluates and makes recommendations from an operational perspective to the SIEC on Memoranda of Understanding, Standard Operating Procedures; and Policies, Standards and Procedures. This Workgroup is also tasked with making recommendations on Training, Exercises and Outreach.

The Technical Workgroup is an SIEC Workgroup that evaluates and makes recommendations from a technical perspective to the SIEC on Policies, Standards and Procedures. The Technical Workgroup is also responsible for UHF and VHF spectrum management as well as utilization of the Communications Asset and Mapping Tool.

The Governance Workgroup evaluates and makes recommendations to the PSCC on providing a unified approach across multiples disciplines and jurisdictions to aid the funding, effectiveness and overall support for communications interoperability. This Workgroup helps to provide the framework in which stakeholders can collaborate and make decisions that reflect shared objectives.

The NIMS Communications Unit Workgroup (NIMS-CU), appointed by the SIEC, reviews the qualifications of each applicant seeking initial or renewal recognition as an Arizona Regional All-Hazards COML and awards recognition to qualified applicants. The Workgroup is also responsible for maintaining a body of policies and procedures related to its work. These policies and procedures are subject to modification, review and approval by the SIEC.
