IT Planning Applications
Overview
Arizona Revised Statutes 41-3504 identify specific duties for GITA including
‘developing, implementing and maintenance of a coordinated
statewide plan for
IT (pdf). ‘ This statewide strategic plan entails IT goals for executive
agencies based upon the Governor’s State of the State address each year,
trends identified in previous year’s agency IT plans and other stakeholder
input.
Furthermore,’ agencies are to
submit IT plans that include quality assurance plans and disaster
recovery plans to GITA each year on or before Sept 1st.’ GITA is required
“to evaluate and either approve or disapprove these annual agency IT Plans”.
For convenience, last year’s agency plan is rolled over to form the basis
for the next year’s IT Plan since performance measures for IT objectives
cover multiple years.
IT Planning Preparation
Beginning in FY06, major agencies use the PARIS application for updating
their IT plans, including any compliance gaps identified through the TISA
application questionnaire. Major agencies are also required to respond to
the new standards compliance questionnaire available via TISA, an updated
version of the former TeSA.
All other agencies use the TISA
application responding to a streamlined IT Plan questionnaire and
confirmation of adherence to specific standards.
Maintaining IT Inventory
Statute also requires GITA to ‘develop a detailed list of IT assets owned,
leased or employed by Arizona’. This requirement involves the online
collection of each agency’s IT
inventory on an ongoing basis using the ISIS application. An annual
snapshot of all IT holdings is now requested of all agencies on or before
Sept 30th. IT inventories are rolled over annually so that only updates to
the previous year’s holdings are required.
