Web-Related Development - Notice of Intent (NOI)

GITA Coordinates and Evaluates Agency Web-Related Development

At the April 2nd, 2003, Governor's Cabinet meeting of executive agency directors, Governor Janet Napolitano directed all agencies to coordinate all web development initiatives through GITA. This directive is intended to ensure that agencies are:

1. Employing cost efficient means in deploying all web-related services,

2. Evaluating the services offered through the AAYS Portal,

3. Adhering to statewide P350 NOI policy as published and

4. Maintaining a consistent look and feel in their website designs.

This directive applies only to web-related development and maintenance efforts undertaken on or after August 15th, 2003. Maintenance efforts refer to any web modifications in support of a new application or service, or a change in the overall look, feel, and navigation of the website. This policy does not apply to on-going content management (e.g., adding or updating content pages on an existing website).

The process of informing GITA of the web development or maintenance effort is done through the Web-Related Development Notice of Intent (NOI). In addition, the agency must determine if the proposed project requires a project investment justification (PIJ) document. If a PIJ is required, the NOI must be submitted as an attachment to the PIJ. In either event, an NOI must always be submitted to and reviewed by GITA before any money is expended on the web development effort.


Step 1

Assess the total development cost of the project. If the total cost for hardware, software and professional services exceeds $25 thousand, a Project Investment Justification (PIJ) is required. To facilitate review of your web-related development, GITA has prepared a PIJ Template for use with the Notice of Intent (NOI).


Step 2

Download and complete the NOI to provide details about the proposed web development initiative. Completion of the NOI will require that you first review the:


Step 3

Submit the completed NOI (and PIJ, if applicable) to GITA. The NOI must be signed by the Agency CIO or Director.


Step 4

Obtain a written review of the web-related development against existing standards.


Agency may withdraw a submitted NOI from review at anytime.
