Tony Rodgers was appointed by the Governor of Arizona as the new Director of the State of Arizona Medicaid/SCHIP programs, known as Arizona Health Care Cost Containment System. Prior to being appointed as Director of AHCCCS, Mr. Rodgers was General Manager for WellPoint Health Networks, State Sponsored Programs. As General Manager he was responsible for the Medicaid and SCHIP product lines which had over 1 million members and for State Sponsored Programs health plan operations. Tony Rodgers also served as chief executive officer of L.A. Care Health Plan for five years. He was responsible to the 13-person Board of Governors for providing leadership to management and direction in developing the business operations of this local public healthcare entity. L.A. Care grew to over 600,000 members under Mr. Rodgers leadership, making it one of the largest health plans in California and the largest public health plan in the United States. Mr. Rodgers was listed in the Los Angeles Business Journal as one of the region's 50 most influential in the health care arena (1996, 1997) and in California Medicine as one of the state's 100 most influential health care leaders (1996). In May 1997, he was appointed to the Governors' Managed Health Care Improvement Task Force to make recommendations for the improvement of managed health care in California. Prior to assuming leadership of L.A. Care Health Plan, Mr. Rodgers served as Director of Maricopa Health System, Maricopa County Health Care Agency, in Phoenix, Arizona from 1990 to 1995. He was responsible for managing an integrated health care delivery system, the largest safety net health system in Arizona, including a 540-bed acute care teaching hospital, 13 primary care service centers, a long-term care service and a correctional health service system. Mr. Rodgers holds a Master of Science degree in
public health and a Bachelor of Arts in economics and political science from
University of California, Los Angeles (UCLA). He completed a fellowship with the
National Association of Public Hospitals in information systems management and
planning, and served as an adjunct professor in health policy and administration
at Arizona State University and the University of Southern California. He
currently has an appointment as Visiting Professor UCLA School of Public Health.
